Mr. Madhu Kumar Marasini brings over 20 years experience in international relations. He specializes in international economic cooperation and official development assistance mobilization. Mr. Marasini led the International Economic Cooperation Coordination Division of the Ministry of Finance from 2012 to 2016. The IECCD is the gateway of international economic cooperation between international community and the Government of Nepal. Prior to this, he worked in the World Bank in Washington DC as an advisor in Southeast Asia constituency from 2008 to 2010.
Mr. Marasini represented the Government of Nepal in many multilateral as well as bilateral international institutions in different capacities, including as an alternate Governor for IMF, Chairman of the Board of the Directors of SAARC Development Fund, Chief Negotiator for the establishment of the Asian Infrastructure Investment Bank (AIIB), Chief Coordinator for the World Bank, ADB, EIB, the UN residence mission and UNDP, DFID, JICA, KOICA, OFID, Saudi Development Fund, Kuwait Fund, and the USAID and Millennium Challenge Corporation (MCC) of the Government of the United States of America. Mr Marasini signed the Threshold agreement with the MCC in 2014, which has now progressed to a Compact program.
Mr.Marasini played a key role in organizing the International Conference on Nepal’s Reconstruction immediately after the massive earthquake in Nepal in April 2015. The conference was successfully concluded with a pledging of over $4.1 billion by the international donors.
Mr. Marasini is a notable negotiator as well. On behalf of the Government of Nepal, he had negotiated numbers of infrastructure development, social development, as well as trade and transport projects with the international bilateral and multilateral donors. He contributed for the Financing for Development (FfD) Outcome document negotiation in the UN in 2015. He had represented the recipient countries in IDA and ADF donors negotiations. Mr. Marasini keeps expertise on project management as well. He had been the founding editor – in -chief of IECCD Newsletter.
Prior to joining the Consulate General, Mr. Marasini worked to shape a new federal budget for Nepal. He helped introduce the budget coding for SDGs so that each of 17 goals are guarded with financial resources. He assisted to establish anti-money laundering department in Nepal in 2011. He helped introduce gender budgeting in Nepal in 2006. He also served as the national focal point for Scaling Up Nutrition (SUN) Movement. Mr. Marasini had also worked as the focal person for Global Climate Change Fund, GEF, and CIF. He was one of the critical members that assisted for Nepal’s first ever historic tax reform; implementing the Value Added Tax (VAT) in Nepal in 1999.
Mr. Marasini holds Masters Degrees in International and Development Economics from the Australian National University (ANU), Australia, Master of Public Administration (MPA) and Bachelors Degree in Law from Tribhuvan University, Nepal, and an executive education from the Kennedy School of Government, Harvard University, USA.
Mr. Marasini is married and lives with his wife and two sons.
